I love this song. Done in the style of the beach boys I believe it's in reference to people who love guns and are indeed a bit to eager to use it at any given opportunity.
In another of weird al's songs 'canadian idiot' he comments how Canadians (don't even take their guns to the mall?)
So possibly a comment on the ease in which guns are obtained in America and used in self defence often by mistake. (poor kitty)
