I think it must be about two people in a relationship they can't really control.
There is probably some distance:

I think the girl is saying it's okay, and that he doesn't have to tell her,
because it's probably no big deal or it doesn't matter. Not as long as they're together. And she'll be there for him.

Who has the right to tell you what should or should not be? She's asking who will take care of them and watch out for them. I think she wants to be that person, whether it's as a friend or a lover.
