In my opinion its about Two people who are in a relationship or just have a thing. That they went through so much but in his opinion things are best if they are together, even though the girl feels its best if they part. So she "can she say what she wants" and blame it on the "Small things". So like excuses, about why they should part. But the guy says that she can have all that she ever wanted but still isnt sure. So for her not to feel like its all her fault, she can just blame IT ALL on him.
