I believe in this world of The Plastic Beach, Bobby is Nature, seeing everything happen, but also falling for Stylo, or The Electric. 2D in this case also loves Stylo, but its noticing that shes getting too big too bare and its becoming a problem. Mos Def is a sort of spokesperson for Stylo, saying how all the power and electricity is good or a completely metaphorical voice.

He basically gives you the whole song, or the of the story, in a metaphor, and tells you in the end to "work it out", telling you to figure it out. My guess it means that Human Nature purposely gave Stylo power, then it became incredible, and in a way became part of nature.

Stylo/The Electric, the one 2D/Human Nature loves, is asking for her to follow her dreams of electricity, fakeness, and plastic. Human Nature wants her to be happy, but he knows she doesn't love him, but wants to give her what she wants.

Explaining that the electric love depends highly on itself to stay alive, therefore it needs to grow to live.(This idea i came up with last, not 100% on it.)
