This seems like a vicious leader is returning somewhere. I imagine a scene like Caesar returning to Rome. Everyone is out celebrating (silly old parade), wasting food (food gets thrown away), wearing their uniforms (impressive how the dress code's working) and being controlled (They're all in). The emperor is a terrible ruler (vicious Lucifer) he is hiding the ways he teaches or entertains everyone to be controlled (hiding his didactic ways) which are the scars and damage around his body taking shape (representative space around his arms where scars are forming), and everyone loves him for it and is being controlled (they're all in).
Fredrik is Swedish, and the name Alina in Nordic means can mean's either a skilled noble leader or an egotistic ruler. This seems to be the the two sides of the emperor returning to his "place." The people praise a skilled noble ruler, while he actually is a selfish egotistical "vicious Lucifer."
