A lot of Dave's songs have religious references in them. I wonder if this part is a reference to the Good Samaritan parable from the Bible:
I wouldn't pass this by Oh, no I wouldn't take any more than What sort of man goes by I will bring water
I'm not sure exactly how it would fit in with the rest of the song. Maybe as simple as a desire to help others?
