To me (only because I happen to have been in this situation, so it easily relates to me) this is representing a type of friends with benefits situation where one person ended up wanting more, and the other person didn't feel the same way.

1st verse: The singer and this girl have a relationship, only they were never really together. He ends up falling in love with her, maybe because they're having sex or getting closer, but never says anything because it's strictly FWB.

And each time the two reconnect he falls in love again (again, because maybe each time he tells himself they can be nothing? Or he talks himself out of it due to the situation?) and continues to never say anything, even though he truly has feelings for this girl and would do anything to make her feel the same. The girl says a lot of things during this "relationship" that don't mean anything past the physical connection because she doesn't share his feelings.

2nd verse: His feelings have begun to blind him from reality, and he is thinking about all the things the girl never said to him because she never had the feelings to say.
"Put away the words you never said to me and the scar that's open wide," - he wished she would tell him that she loved him but she never did because she didn't love him, so he is left with a scar from this friend with benefits because he got caught up in feelings and she never did. She eventually leaves the relationship between the two because she finds someone else, who she has genuine feelings for, but never actually ends it because it was never official.

"You turn away, turn away, turn away, turn away, you turned away from me and never said goodbye," She never gave him a reason, or told him anything, because he was nothing more than sex to her.

"And all the words, the words, the words, all the words that you ever promised me, were never spoken," Another line, IMO, that is explaining perhaps a scenario he has imagined in which she feels the same way he does, and promises all these things. Maybe at this point he's tricked himself into believing this dream, and now is realizing that she never actually told him she loved him, or even liked him- it was unspoken and never true in the first place.

"And here I am, here I am, here I am, I'm not afraid of you, but still broken," - He is saying that he isn't afraid of just staying friends, WITHOUT the benefits now because she has someone else, but that it will be hard for him because he's heartbroken.

3rd verse (bridge): This is set sometime after the two have stopped having sex, but are still "friends". They still keep in contact, but she is oblivious to the pain he is going through because she just never loved him. She doesn't notice how much seeing her love someone else as much as he loves her is hurting the singer. And he loved her so much that he wants to still have her in his life, even if it can only be as friends. By being friends, he hopes that eventually they might rekindle the FWB situation and perhaps he can make her love him. At the same time, he knows that by them being friends, his heart will never heal and he will stay broken.
