My literal interpretation of the song goes like this -
The first half is about a female "jack the ripper", hence the name jackie. She poses as a hooker and cuts out mens hearts (drums). She sees her profile on the news and tries to disguise herself as a man.
The second half is about a man who hears about jackie and wants to be her victim. He cannot for one reason or another bring himself to commit suicide. He has an infatuation with this woman and sees her as a deliverer. So he goes out to the same streets at night hoping she finds him. In the end he is frustrated because she has already stopped the killings.
