Good intentions lie dormant (inactive/ asleep) and we're all to blame
While apathy (an absence of emotion or enthusiasm) acts like an ally (friendly association to)
My enemy and I are one and the same

Staying in an apathetic state (an absence of emotion or lack of enthusiasm) is our own enemy... To not actually care or act upon those issues we face/ have made, choosing not to respond at all- which is in fact responding with a resounding no.
Sometimes the enemy is ourselves- it is our sinful human nature that gets in the way of a life of freedom offered to us by Jesus.
Does anyone have more of an idea of what the flags could symbolize? for me atm i think it represents kind of the steps each man has made and stuff.... idk
Also Matthew 5:1-12 talks of how even though we may struggle as believers or whoever on this earth, if we believe in the gospel we can "Rejoice and be glad, because great is your reward in heaven.."(verse 12, "Blessed are those who mourn, for they will be comforted"(verse 4)
