I'm surprised that no one has picked up on the allusion to "Every Little Thing She Does Is Magic". In fact, I would argue that this is probably supposed to be a sequel to it, and is about the same girl. In "Every Little Thing", he's fallen for a girl but can't work up the courage to tell her.
It seems kind of like here he finally talked or wrote to the girl, who told him that he needs to ask her out within a week, but he's afraid not only because of his nervousness around her but also because of his rival suitor who he is afraid of.
Plus, the last stanza is straight from "Every Little Thing".
