I annotated it for a friend:

vThis is a new garden over old flowers [new life from dead stuff. I’m growing beyond this.] And old [flowers, dead matter] makes old jokes take on the feel of the lore[things that used to be funny, cool, are part of a legend] And new lips are cradled sense of humor, [it’s so funny you think he’ll save you from what you did] So don't waste wishes on him [he isn’t the one]

Wish that one day they'd figure out how to shrink stars and I could keep one in my bedroom [keep you]

And wish that me and her could grow old together [not sarcasm] And wish that in my next life I come back as a tiger [like you? as vicious? one you’d be happy with] These are fun wishes [sarcasm, never coming true] In about seven minutes you can start [reference to the length of Vermont Connection]

'Til then, you'll just listen to the radio from seat's edge [listen to these songs about you waiting to understand what im saying to you] As if then it's the look on your face [ha, it’s not a love song] As if, as if then you'll matter [can’t wait you to understand…you’ll see just how little power you have] And then I can't wait [lit.]

@Cozen Nailed it.
