I am not a "Bible Thumper" by any means but this song could be referencing Christ.
I say this because the song is written in first person. In order for it to be about "a girl" it would be switching perspectives when the lyrics comes, "there he goes, turning MY whole world around" and of course, following the line, "There he goes moving across the water" sounds a little bit like Jesus walking across the water.
And lastly, despite what the ignorant religious zealots have done to turn the name and idea of Christ into nearly a taboo topic...
