I believe that the album A Passion Play is crucial to understanding this song. As I haven't listened to A Passion Play yet, I therefore can't give you a full interpretation. However, it seems to me that the lyrics can be taken fairly literally. As a whole, it seems like the song is about expectations of society shaping who a person becomes. In particular, the speaker believes that in the present day, people can't really expect to be who they want to be, but rather what society wants them to be. The character doesn't like this, and tries to get away from those expectations ("...push off from the shore..."). In this case, the shore would be the safe life of living up to people's expectations, and going against those expectations would be, well, skating on thin ice!
