I think she has finally come to grips with the fact that the chance for their relationship is over. The anger and resentment has left her and only sadness remains. She wants him to know that she truly loved him because she feels he never recognized that. Sort of, "he really let a good thing go" deal. and though their may be others that will love him, he was loved by somebody good like her.
