I think this song is about a guy who is in love with a girl and she still mostly loves him.
However I don't think they are together at this point because he keeps on asking her to "just let me sing you to sleep."
I think that she actually broke up with him, but she isn't doing well with her decision "it's those pills you don't have to take" (He's singing her a lullaby to get her to sleep, because she can't stop thinking about him.)
Then in the bridge, he makes a tongue-in-cheek statement that he has it all figured out. They were made for each other, they should be together. He closes by repeating that if she needs anything he'll be there though unseen, loving her, holding her even though she can't see him. (that's why she is getting kissed on the back of the neck not the forehead or lips)
