On this whole album ("Empire"), shooting is used as a metaphor for love/sex ("Shoot the Runner," or in "Me Plus One" - "Should've shot myself on the run.") So I'm reading it that the "stuntman" can't "shoot" the person whose eyes he can't see. Makes about as much sense as anything...
