The ocean refers to water which is a universal symbol of the unconscious mind, and it has a brain is so much as there would appear to be some kind of intelligence external to our conscious intellect that drives it's functions.
Overall, like with all the tracks on this album it probably refers to being high as a kite on smack and that dreamlike state you achieve when you're tripping. I've not seen the film Solaris but I understand it's premise and this is the vehicle this track uses for the addiction metaphor. Another beautiful tune by Failure.
