I think this is pretty clearly about music industry pressure during a time of writer's block or slow output.
"No one wants to see You inside of me" - No one wants to hear something that isn't completely Elliott i.e. studio suit input.
"I heard the hammer at the lock" - trying to speed the process along when the music is "locked" up
"Say you're deaf and dumb and done" - I would say it means that they're telling him he's deaf and dumb because his incomplete songs are good enough or done but I feel like this might just be more because it's catchy.
"The noise is coming out And if it's not out now Then tomorrow, tomorrow" - The music is coming and he's not going to rush it
"They took your life apart And called your failures art" - Elliott again referencing his distaste for his label and for them telling him his songs are finished when he is not satisfied with them
"They were wrong, though They won't know till tomorrow" - Being a badass and not giving in
"I got static in my head The reflected sound of everything Tried to go to where it led But it didn't lead to anything" - Songwriters block, hearing a lot but not being able to finish the songs
"The noise is coming out And if it's not out now I know it's just about To drown tomorrow out" - My best guess is he's saying when the music comes it will drown the studio out finally. Also sounds like some reference to drugs/suicide/general depressed feelings but that may be too simplistic.
