Honestly this song is about breaking up but there are some lines that make me wonder if it has a darker meaning.

So they're arguing about something pretty big obviously, maybe she cheated or something of that nature and they're fighting in public or something.

Alright 'the water' might just be a place they had a date, like a picnic by the lake or something... but I cant help but think of drowning someone and leaving them there and behind, the last time you will ever see them.
Its an 'out there' interpretation but I think it has merit, especially since at the end of the song there's also a fading beat that sounds like a heartbeat that stops at the end of the song which could support my thinking as well.
