Some totalitary system is installed and the government wants to make that people be happy and satisfied with all suffering and oppression caused by the people. It seems an hymn made by the minor that holds all the power to all the popullation,like the people in Orwell's 1984, mainly the proles.It's my interpretation of the song, the "escapism and finding a happy place" or and "asylum" theories make more sense.
