As for the meaning, Im gonna guess an corrupt goverment trying to take everything from an individual. Ultimately it sounds like a conflict between the indiviual and the goverment. Cornell was anti-goverment in alot of his lyrics and recognized that humanity repeats the same mistakes over and over again(ie An Unkind). The indiviual realizes the inevitable future of mankind(like a economic collapse and repeating history all over again) so he secludes himself from society(Im hard to hold, and im missing).
