I personally think that this could be about the relationship between bill and tom,
as they have always been so close, and they always describe themselves as being one person,
'when you can't breathe I will be there, zoom into me'
no matter what, if one of them is down the other will be there, and the other will know what they are feeling, because theyre twins and they have always said they have a close connection which they know what the other is thinking etc.
