I think the starman is his inner self, someone who would 'blow your mind' with experimental music and his new sound.
Some parents were against their children listening to artists such as Bowie (maybe due to drug abuse or his general image, or still against Rock and Roll?) and so he's saying he'd love to just create the type of music that he wants and just let everyone enjoy it. I think he did that to a certain extent but had to hold back a bit in order to reach record company / radio expectations. Great song by a great artist any way you look at it.
