The water here represents the relationship with the guy she is having. She can't hold on to something that wasn't there. She wants to be with the guy but he doesn't want a relationship. She is 'filled' up with the happiness she feels when she is with him but she knows eventually it will disapear and a couple of months down the line, she will end up getting hurt. She could of saved him 'from drowning' - gave him everything he wanted but he isn't ready for commitment so therefore she is surrounded by the flood, the flood of tears and also this reflects the disaster which she will face. It is a really sad song which captures something that unfortunatly everyone goes through in life. You meet someone and agree that you don't want a relationship but after time you realise that you do, but they still don't and you have no other choice than to save yourself from the ocean of heartbreak. Otherwise you will only hurt yourself.

Maybe it's not a flood of tears, but if you read the line where she compares her significant other to loving her like water and then when you get to the chorus where she wants that special someone to love her like a flood, I believe it suggests she wants that other person to pour out his/her love like a flood so that it can encompass all of her and not just something that passes through...
