Addition: The introduction to "Voodoo Man" featuring the talking children is an excerpt from "Turtles Can Fly" in a conversation between Satellite and the blind child as he walks through a minefield. Satellite is trying to save the child. The protagonist in Voodoo Man is going through different phases of vision and enlightenment but never control of the circumstances he describes. He is able to profit from the circumstances but is a victim of them, like the cartel of Mother Courage. The kids in Turtles Can Fly profit from the retrieval of active land mines that they in turn sell to military vendors.
Going on what KWest said, that's pretty much the gist of Act 1. He put this out there to describe what it's like to reach Enlightenment, Illumination, Salvation, etc. He's describing not only the world inside of his head, but the world in front of his eyes.

Now just wait for Act II, shit'll blow your mind ;)
