I think this song is about the feeling a person can get when they put themselves out there and continue to keep getting hurt. Since all of the relationships seem to end up in disappointment, she begins to ask herself if its her. I don't think she really believes its her but she says "Is it me?"more out of dispair. She knows the guys she dated were all wrong( cheaters,liars,etc) but since it never works out shes getting confused.
She knows the right guy is there but she keeps wasting her time on the wrong guys(Mr. Rights probably hanging around my window pane, while I only look through watching the rain). Its that feeling knowing a good guy is out there but dating the wrong ones. Good guys are hard to find.
