That song, in addition to "Two Girls", was written in tribute to his girlfriend who was murdered hitchhiking en route to the studio to meet him. And you are correct, he never played it live.
This song however is written about Raton pass, which in Townes' words was "the fastest way to get from Texas to Colorado". He spent much of his young adult years up in the mountains of Colorado during the summer and they were a source of much inspiration in his songwriting. He wrote this pretty little tune later on in his life, and personally, it is one of my favorites.
