So first of all, U2 is a Christian band guys, come on. This song is about sin and how much people crave it. "you" is referring to sin (possibly an addiction) It starts and ends with the same thing because he is calling out to his "angel" per-say, but he falls back into sin. then the whole thunder, rain part at the end means that he is seeing the truth that whatever he is doing is not right so now he is going to quench his thirst with truth.
