i can be completely wrong, but when i hear this song, this is what i think:
he's spending time with a girl he truly cares about & likes a lot (maybe they're even dating), and he wants to make the best of the moment because it may be the last moment they have together. they might be in a forbidden relationship or something along the lines of that. but they both want to enjoy the very moment and stop the clock to make it last.
