I think it's about really loving someone who has left you. At least the relationship isn't intact and she is struggeling with their distance/breakup. And she can't let him go, but she realises that she has to to be happy. She doesn't want to say goodbye but she will because for now it's the only right thing for both of them.
But only because she lets go, it doesn't mean that she doensn't loves him with all her heart and hopes that there will be the right time one day. That he will come back to her. But until that day, she will move on with her life.
I totally can relate to the song. My boyfriend broke up with me some month ago and I cannot let go, because he just won't tell me that it is finally over, he always leaves me hoping. And maybe when I menage to let go and move on, and least with everything but relationships, he will realise that he wants to come back. And maybe in the future he will. Who knows?
