It sounds to me like it's about Pete Doherty... I know that's cliched but it makes sense. It seems to be about Carl wanting to make up with a friend after a fight or something, he starts off with describing their friendship, how much they rely on each other, then hints that something has gone wrong.
As the chorusy bit comes in, the music cheers up and he starts saying that they need to put it all behind them and that everything will be ok?
