It sounds to me like it's about Pete Doherty... I know that's cliched but it makes sense. It seems to be about Carl wanting to make up with a friend after a fight or something, he starts off with describing their friendship, how much they rely on each other, then hints that something has gone wrong. As the chorusy bit comes in, the music cheers up and he starts saying that they need to put it all behind them and that everything will be ok? "What you wants to get a bike and do wheelies I bet you can't do 'em half as good as me Throw it out When it's over it's over" The tone here is light hearted, showing that he wants things to go back to the way they were, friendly. Of course, this could be about any friend, but I would guess Pete because of the "beg steal or borrow" reference and also because Carl and Pete did have a massive fall-out?

Anyway, it's an amazing song, the line "the sun will shine again tomorrow" always cheers me up because it's true, no matter how bad things are, there will always be something to look forward to :)
