This song is indeed written about Juliana Hatfield. When Hatfield and Dando reunited for a few gigs this year (2010) they explained that when Evan was very high he wanted to write a Blake Babies style song about how Juliana wanted to f*ck him. Juliana, however was not aware of this until a few weeks before this year's reunion!
Juliana interprets 'I'll fall back and let em' go' as her opening her legs, Dando seems happy enough with this interpretation (he adds that it's inspired from a line in Shakespeare's Romeo and Juliet:
Thou wilt fall backward when thou hast more wit; Wilt thou not, Jule?).
Before playing the song, Juliana says 'But I never did.' to which Evan adds 'That's true.'
