This is about governments and the powers that be trying to control everything, and focusing their efforts on ridiculous pursuits to try and silence anybody who is different or who disagrees with what they're trying to achieve. Basically it's a satire of the nanny state movement in general - and governments arresting/silencing peaceful protesters etc.
