It's about a bitch who didn't appreciate him, someone who couldn't ever be happy, no matter what. This man does not still have hope for the girl, in my opinion. what he means in "I see the sun rising, all you see is it fall" is that he see's the good, the sun coming up, the joy..all she see's is the end. and I lovelovelove her plastic cup metaphor. even though i in no way agree with it. :)
