I definitely feel like this is a self-reflection on Chilton. Mrpieeater explained this song well in comparison to Chris Bell's self-reflection songs.

"This is a depressing song, but in a different way than Chris Bell was depressing. 'Holocaust' is more like being dulled by the world, no emotions left, hollow...empty...jaded. Chris Bell's songs are more like, wallowing in emotion, too much emotion that you can't handle it and your heart's gonna break."

This song is very void and stark. It does feel like the song is Alex Chilton singing to himself in a mirror, but, because it uses second person, the song can easily become one of a third party commenting on your own life. It speaks to Chilton's depression (or is it apathy since it is so void?) as well as your own. Honestly, this is the saddest song I have ever heard. Compare it to Chris Bell's "I Am The Cosmos." Bell's song has indications of being sad, feeling sadness. "Holocaust" seems to be about a lack of emotions and that is much more depressing that feeling depressed itself. At least to me.
