I think that it's about this guy who loves this girl but she's probably not the most stable person. She's probably hypocritical, indecisive, changing her mind, etc, and projects it on to him getting mad at him for times when she acts crazy. So he finds another girl who's more mature, but he still wants that first girl and every time she changes her mind back, he's right back with her.
I'm just not quite sure how the second verse ties into this (maybe a viewpoint from their friends?)
also, the "and with you I am not content" line must mean he wants her crazyness to stop so they can be together rather than off and on all the time.
