I don't think it's about a cheating girlfriend, I think it's more about the girl didn't really take the relationship as seriously as he did, but that she made that obvious from the start. He just didn't see it until it was too late and she told him straight that it wasn't a serious relationship, and he ended up getting hurt.
I think the singer telling everyone in the world is about the fact he can put it into a song and make her look really bad if he wants to, so don't expect it to just slide by, when he can show how serious he was about it even if she wasn't.
