I think this song is about trying to make a relationship work, that is probably incompatible. Both people are hoping it'll get better but they see that the relationship won't survive.
I think she is falling out of love: she is waiting to make somebody somebody. Maybe she is acknowledging that she hasn't found the right somebody, although she is hoping that maybe she just hasn't arrived at that love yet (she isn't there yet)
