I think this means that he's in love again with an old lover.

"I fell asleep last night On a roundabout" This means he calmed down and stopped where he had to make a choice.

"A cloud of wings" Angel wings. Maybe his dream or cushion.

"From the glass around you" Shattered glass from the past arguments.

"Light reflects The sun on your skin" Now he's not in love any more he realises how beautiful she is. The shattered glass of the past reflects the light onto her.

"When you touch me Bullets in conversation On a crowded train Quietly violent"

When he touches her he's remembered by the past arguments. The "bullets" in conversations stand for harmful words. Or he regrets the past and he's reminded by her. He's not angry but sad, making him quiet but he feels torn up by it.

When he's touched it feels like a two planets collide. It has a great impact on him. It feels very special. Hence the "sweet" collision. The feeling he has inside are very strong (violent-like), but not bad. So quiet. Either that, or like I stated above.

"I fell asleep last night On the underground" Same thing. He fell asleep. But this time, in a very busy place, where people could see him. People can see he decided to love her. He is not ashamed to show it.
