For me, the song is about two people, the girl is unsure whether they would be good together ('would we be for better for worst'). Brian uses the words "true love" and "baby" to indicate that shes interested in her, but she is impartial to the idea. The image of a girl, staring out of the window, coldly saying "Yeah, I believe you..." just brings this point home: it's so nonchalant, she so removed.
Then we have the thoughts going to the boys head, who is also unsure. Clearly he also has doubts, but he suffers more. The imagery behind 'And in the quiet in the night where Romeo's mind is burning' has him troubled, hes mind is in a perpetual state of trouble, hence the burning.
This motion of "navigating the seas" tries to bring to life the size of her doubts. "From putting all of his blood into them sermons" is wonderful too. Hes put hes body into hes efforts to get her, and suffers from receiving no reward. The use of sermons is great here, it exemplifies how he feels about hes efforts, they are not mundane, hes efforts are beyond that, they are almost religious in dedication perhaps.
