Apparently he gets busted and goes to prison so he's taking out the house and neighborhood obviously. I assume house got sold or confiscated.
Later home of crack dealer is resold to a white guy that moves in....he is a sex offender that bought and consumed crack cocaine. Most likely sex offence was drug induced. Right down the road are more than possibly children that could now be at risk. So lil Wayne is advising to (check him out) look up his info on the sex offenders public records so you know who to beware of for your children's safety although you wouldn't have to check that paper in the first place if they focused on busting sex offenders. Sadly most offenders get away with it several times before being caught and most times are simply released while crack dealers remain in this revolving door scenario and are constantly locked up. Though sex offenders hurt people and children and normally escalate to more frequent attacks because they are addicted to this sickness. If cops patrolled the suburbs as much as the hood and stopped focussing on crack dealers they could catch the sex offenders. There is however no profit in busting sex offenders compared to the money guns houses drugs cars stolen goods and much more that they confiscate from drug dealers for profit. Al Sharpton and many more are so busy on their own agendas that this continues. It is common for the hoods to be neglected while the suburbs are priority over the hood. Al Sharpton likes talking up rioters and stirring up attention for his fame and power rather than help focus on eradicating racism which he normally is just a mouth piece...while he instigates violence instead of peace.

Now if that same person grew up in the suburbs instead of the hood how would he even learn, know, or be exposed to that lifestyle. Basically he never stood a chance by being in the hood. Now move the cops from the hood to the suburb they may prevent a lot of sex offences and people of the hoods may get a chance to change.
