Okay, i understand everything that BlaacKen is saying but what is the meaning of Set to Destroy being said at the end? The war is over, the city is destroyed, what more is there to destroy?
I think he hit it on the head also. The set to destroy line isn't self-destruction of the city or society; rather, it is he who is "set to destroy". He is "set" on "destroying" the wasted, pathetic city.

Also, this song ties nicely with Leviathan I. Think about the whole "story" of Deep Blue. It is an epic journey, much like The Iliad, in that it involves him starting his journey and noticing the pitiful state of the city, or society. Then, he makes his trip to the underworld to be torn apart...

He starts to fall, only to realize that he can't. He then goes on to realize he is massive in his new strength (Leviathan means the most massive thing of its kind). He realizes that his old path "breaks like glass" (Hollow reference there), and he must forge a new one through the lessons he learned from failures earlier in his journey. He must destroy the city/society. He does. End of story.
That album was epic. I am posting this JUST AFTER listening to the entire album straight through. God it was awesome following the lyrics and seeing the connections between all the songs.
