The girl is toying with his heart now, because she knows he will give in and text her back. Even tho Drake has some resentful feelings, he still has love for the girl, and texts her back telling her he misses her.
So a guy dedicating this to you, IMO, means he misses you but is trying to move on and can't. You have a grip over him. Its hard to know tho for sure when I don't know the situation.
