I think that this is about the anarchist insurrection of Kronstadt, sort of a propaganda song for the bolshevik soldiers who where killing their own brothers at Kronstadt because they wanted "consensus".

"Though their numbers seemed so strong that winter afternoon, before the end they all stood on their own. Don't make the mistake of ideological compromises. Consensus won't do you justice. Your passion for your cause does all the talking."

The Kronstadt rebelion happened in 1921 and it was during winter.
