Because of the lame Hollywood movie Men in Black, a lot of people have never been interested in the true mythology. Men In Black were first written about by Gray Barker in "They Knew Too Much about Flying Saucers" (1956) and a little later by John Keel in several of his books like "UFO's: Operation Trojan Horse" (1970) and "The Mothman Prophecies" (1975). Charles had likely read some of this old classic UFO lore (which is much more interesting than the aforementioned retarded Hollywood film). I highly recommend the latter two books.
