In its own way it is the Mercy Seat with a bluesy feel. A man is preparing for his own execution and he is walking to his death with the other inmates supporting him (the slang term for this being 'Knockin on Joe' hence the songs title).
This is undoutably a strong song on a strong album. Atmosphere, lyrics, emotion and impecible musicianship - in other words classic Cave.

I thought the term "knock on Joe" referes to the automutilation someone does in order to escape his chains. Isn't that so?
