I believe this song is about moral and environmental issues. We blame the government or other people for extreme poverty, forrests being destroyed and global warming but as the lyrics state, "We are" responsible; for every action, there is ALWAYS a consequence. The devil sitting on the "picket fence" is our moral conscience leading us to bad decisions and it is this that we are constantly fighting against within ourselves. I love how simple but effective the lyrics are.
