I've seen people use this song a lot of times for couples, and at first it could seem like that, but when you listen more closely, it would seem like the singer is talking about a newborn child, especially at this part:
"I hope your tears are few and fast
I hope your dreams come true at last
I hope you find love that goes on and on and on and on and on
I hope you wish on every star
I hope you never fall too far
I hope this world can see how wonderful you are"
Now, being as I'm not very smart when it comes to American culture or what's popular, I could be wrong, and she could be saying that she wishes that her love would find a love that last forever, even though implying it possibly not to be with her.
Or, it could be that she's talking to a newborn child, and hoping that they have a good life, maybe better than the singer, if the singer did have a not-so-well life.
