If I'm right, he's sick of everyone taking taking taking from the world, and never giving back. The "sailor's grave" and other references to death are just the wish that all of that would just end. Kill 'em all, haha. I think he uses a bit of reference to karma, "don't say I didn't warn you", "blood debts remain unpaid".
Kind of saying that we've fucked this world up, so now this world is going to fuck us up. Tsunami waves. Hurricanes. Those that survive and remain afloat would be shark food.
Truthfully, these sort of things are actually happening. Hurricane Katrina, Tsunami in India, etc.
