I think it's about a man who is following his dreams, this could be the band singing about the struggle of proving this is a good choice/goal for them as a career. The reference to being 'too young' is spoken by the unbeliever. The unbeliever is trying to get him to see his dreams are impossible, but the dreamer seems to think the unbeliever does not understand. "You think you know, you don't know". I think the Unbeliever is successful in his argument because I think the Costume Party is the Dreamer's goal. Which I thought was strange because I assumed it was about the band. So, maybe the costume party is referring to the goal becoming a quick reality. Just a guess.
